Lithuania Introduces "Player Cards" with Full Betting Control in Gambling

Lithuania is preparing to introduce a "player card" system that will become mandatory for participation in gambling. The new model involves personal identification of each player, with all bets, deposits, and winnings tracked across both the online segment and land-based casinos.

The system is scheduled to launch on January 1, 2029. A transitional adaptation period from 2027 to 2029 is planned ahead of the launch, during which operators will be required to rebuild their platforms, integrate player account management systems, and align their business processes with the new regulatory requirements.

The "player card" system provides for centralized monitoring of gaming activity. The regulator will gain access to real-time transaction tracking and user behavior analysis, including the ability to detect signs of at-risk or problem gambling.

Lithuanian authorities explain the reform as a necessary step toward strengthening oversight of the gambling market and reducing the harm caused by problem gambling. The mechanism is viewed as a tool for early intervention and the prevention of gambling addiction.
